The Portsmouth School Board has passed a $135 million budget for next, about $14 million less than this year's. The spending plan cuts 22 teachers, a total of 15 administrative and clerical workers, 33 custodians and 39 general paraprofessionals. All of the job cuts were accomplished throught attrition -- no layoffs occurred.
