James City County planning commission recommends against developmentThe James City County Planning Commission has recommended denial of a proposed Monticello Avenue shopping center. Although planners agreed that the project was well designed, they feared it would generate more traffic than the area could handle. Homeowners can benefit from well-planned development if sufficient supporting infrastructure is put in place.
